I'm asking about AutoCAD WS on iPad..

Can i design using this program or only open designs?

Does it have support from the company?

Is there a program similar to SABB & Excel?

You can do editing but I wouldn't say you can design. If you needed to make a quick change to a .dwg you could but it is very limited in what you can do from the mobile app. I can see it being useful for marking up plans in the field.
It's free so try it out. It even comes with test CAD files to see how it works.
