It’s currently 12:13am PST. Wasn’t the pre-pre-order supposed to start for IUP members at 12:01? I still haven’t been able to do anything. Am I missing something?

What are you trying to pre-order?
They’re not really trying to preorder, they’re trying to get preapproved for another round of the Apple iPhone Upgrade Program.

Apple opened the reapproval process to existing IUP customers early, so they wouldn’t have to take the time to apply for the credit during the ordering process on the 27th.
 
Nothing here, either, but at least timing shouldn't matter for pre-approval. On the other hand, if pre-ordering doesn't become available at 12:01 am on the 27th, there'll be a lot of disappointed people!

It doesnt but its good to do as early as possible in case you run into a problem with citizens one

I don’t think there is a priority but everyone on IUP is also buying Apple Care which is another $200 for every iPhone sold where as not everyone buying outright purchases Apple Care.

Yeah imagine we actually wanted a level playing field. All Apple is doing for us is giving us a chance to get the extra paperwork out of the way so we all, no matter how you’re paying for it, have an equal chance to get a phone.

A true first come first serve solution, what were they thinking.
