Verify if your account is paid up to date. And your eligibility is correct. AT&T will not let you upgrade if your account is past due. I'm assuming. Your payment may have just become due between the time your order was placed and the time of verification with AT&T by apple.
Order your phone again at apple.com. Email them with your new order number and your old order number (the one they cancelled) to the email they provided. According to them they will do what's possible to get your order back in line for this wave of shipment.
That's what I am reading anyway. But I could be way off.
I would copy/past the email they sent you just to be safe.
Is your billing past due? Past due accounts are not eligible to upgrade.
