Steve Jobs does not like buttons and would avoid them at all cost. You have to understand that before making assumptions base on ideas of what other phone manufacturers find acceptable.

He says whatever it takes to sell whatever he's currently selling. If it doesn't have a certain feature, he'll tell you that feature is worthless or uses up too much battery... at least until his gizmo has the feature, and then it's suddenly a magical breakthrough.

He's also money savvy. On help forums there's been a slow but constant stream of posts about the volume rocker switches breaking and phones having to be replaced. The two button change might help solve that.

I have no idea if Apple would let the user assign any functions to the volume buttons. It might seem too WinMo-like to them. But it's getting obvious that the function overload of the single Home button is reaching ridiculous levels.

Next, you'll be able to tap out SOS in morse code to get your phone to dial 911. Hmmm...maybe I should patent that idea? :p
 
Honestly, the rocker is a much cheaper and inferior design. A cheap plastic piece over the internal buttons is easier to break or get loose/sloppy than two separate metal capped buttons(same reason people don't like trackpads with rocker style mouse buttons). Also, rockers tend to have a mushier feel to them. Also, for taking pictures with a camera, it would be much more user friendly to have separate buttons allowing easy location and control of the shutter button.

The separate buttons go with the rest of the Mac industrial design as well..
