Tried rebooting and it's something that comes, stays as an issue for ages, then suddenly works again, before then starting once more. All apps, all windows.

A few methods round it appear to be to click into different menu headers and then quickly back to the one you want. Don't know if it's just my imagination, but doing this particularly with the Apple menu seems to do the trick.
 
Mine is also glitchy similar to that. It happens to me when I have an app full screen on my 2nd monitor. I can't use the menu from an app on my primary monitor until I take the 2nd monitor app out of full screen.
 
Beta 2 fixed my menu bar problem when I have full screen apps on my 2nd monitor. Now just has a small bug where some menu bar icons trigger showing the menu bar on my 2nd monitor over a full screen app, like the battery icon (most of the built-in ones).
 
Mine is completely broken, keeps disappearing and I need to force reset to have it back.

Mine completely disappears too. It happens when switching profiles. Switching between my Personal and Work profiles, eventually both no longer have menu bars. I've had to become very acquainted with Terminal and all of my apps' keyboard shortcuts.
 
I don't experience this issue, but for me Notification Center sometimes stops working and I have to quit it from Activity Monitor.

Maybe quitting "MenuBarAgent" from Activity Monitor would help for this issue.
 
killall SystemUIServer from Terminal restarts the menu bar without a full reboot — way less disruptive if you're mid-work. If you're running Bartender or Ice, worth trying with them quit; early GG builds broke both due to some SkyLight symbol changes before their devs shipped fixes. The full-screen-on-secondary-display trigger a couple people flagged lines up with what I've been seeing — spaces on the secondary display seem to be tracked differently in 27, and the menu bar assignment gets confused during the space transition. Quitting NotificationCenter from Activity Monitor sometimes shakes it loose too, similar to what 01cowherd mentioned.
 
yeah my MenuBarAgent is completely hanging every couple of seconds on my Mac Studio M1 Max, my MacBook Pro M1 Max has no issues and I'm still running bartender 7 alpha on there just fine.
