Anyone ever seen this weird App Store behaviour?

Running 10.8.4.

iCloud works fine and I am signed in. I can also sign into the App store and view my purchases.

When I try to download one of my purchases I simply can't. The progress bar displays but jumps erratically and never completes. See the linked video for the behaviour (problem starts about 15 secs into it).
