Anyone has a way to PERMANENTLY delete a track?

Hi all,
does anybody know how to permanently get rid of a track?
I keep on deleting them on my mac Itunes, or on the Idevices, i keep on confirming that yes, i freaking want to get rid of that track.
No luck. They keep on coming back EVERY FREAKING TIME.

What i ideally want is to say Icloud "listen up, this mac is my base, whatever is in here i want it, what i delete from here MUST BE DELETED FROM THE CLOUD." . No luck.

Tried all the usual suspects....sign out / sign in etc. etc. etc.

A very, very big mess.
