My iPhone 5s with the latest iOS wont even show up....

It's not available to me either even though it shows up fine in my iPad.

It's a weird bug, try unlocking your iPhone first. Yeah, it defeats the purpose, but that's how I get it to work.

Yep that works. And yes defeats the whole purpose.

Can anyone confirm that it still needs to be unlocked first with 8.1 beta?
