Anyone have the photo library folder? Whats it for?

I have a photo library folder under photos and it just contains all the photos from my other folders. Also some folders are missing pictures they aren't all syncing up. Anyone else notice any issues?

I did a restore on the phone and that seemed to have fixed it.
