Anyone remember side loading IPhone apps on a M1 Mac when they were released? Since the Neo is seemingly iPhone hardware running the Mac OS will the ability to side load iPhone to Mac or Mac to iPhone return?

The Neo has exactly the same capability and possibility to "side load" iPhone applications as all other ARM Macs. The exact chip is irrelevant as long as the application doesn't use a feature available only from some generation on, like hardware raytracing.

I don’t think “side load” is the right term for that; you’re just installing using the App Store.

I run several apps this way.

The app have to be allowed to be installed. Originally you could use a Mac app such as imazing to install just about anything.
