You might also want to try running onyx and maybe even doing a fresh install. It's something that's helped me in the past with my MBA when it was running slow as molasses without any good reason.
 
My 13” 2016 MBP w/TB (i7 max cpu, 16gb Ram, 1tb hard drive has been really slow when working (kind of random but seems to be slow with almost everything). Sometimes restarting can help, usually not.

Anyone go to a 15” from 13” and if so, did you notice dramatic speed increases?
I did I like the 15" better......
 
Went from a 2015 12" MacBook to a 2016 refurbished Pro 15"; love the extra screen real estate and the change to the keyboard as well. Seems they must have swapped out the 2016 keyboard for the 2017 on my refurbished unit which was a pleasant surprise when it arrived last week.
 
I wonder if the 13” might not get the chop for the next redesign (2020)?

Realistically, if they make the 15” any smaller (highly likely) it will be portable enough that the 13” main raison d’etre goes out the window. If they make lower end 15” configurations (current 13” innards) and price them about the same as the 13” now starts then they can cater to the current market nicely with a single model in a wider variety of configurations.

The other consideration is if they make the 13” any smaller, thermal and battery complaints are going to get worse, so perhaps they will save themselves the trouble? They could keep the recently rumoured 13” MBA replacement as a general use computer at the size, but the pro would be focused around a single model.
