I'm having ongoing issues with Wi-Fi calling.

Randomly when our iPhones (iPhone XR, XS, 7) using older and latest iOS versions go into stand-by mode Wi-Fi calling is disconnected even though you are still connected to your AP.

The Wi-Fi antenna icon is still active but the "Wi-Fi Calling" text is missing and then comes back after about 10 seconds (sometimes less) when the iPhone is "awake".

Sometimes when an SMS or short code is sent to me (received) while using Wi-Fi calling, it won't show up until I disable Wi-Fi calling or Airplane mode when I connect using my direct cellular connection.
 
You don’t say who your carrier is but some networks don’t support SMS over wifi calling. Does yours ?
When you disable it, the SMS comes through via the normal network.

It sounds like your mobile signal is just about borderline between ‘just adequate’ and ‘poor enough to activate WiFi calling’ hence why the text appears/disappears.
 
Agree with Graham4723, looks like you're in an area with a weak signal and your phone can't make it's mind up
 
My WIFI calling works great. In my lower workshop, inside I have no mobile signal, but I have the shop wired for internet, and WIFI calling works great down there. I agree that you are getting borderline signal and the phone is "confused". Try turning of your carrier antenna and go wifi only.
