This has been an issue for a long time for me; I am not sure if it is Safari but on Ventura 13.4.1 and the latest Safari:

I have a Tab group called "Morning news."

When I select it, it opens several tabs. A couple are national newspapers. The problem is that nearly every time I select the tab in the morning, I see yesterday's news. I then have to reload or click the newspaper's title to see today's news.

Anyway, is there any app that will allow me per-site cache elimination or, better, just cache for one day?

Ok. I just did that. Let's see what tomorrow morning brings. Will report.

Both newspapers showed up correctly this morning. Thank you!

I guess in a cache there was some weird or corrupt file?

As I’m not accessing the same static content again and again :), I clean Safari’s cache with ⌥⌘E at least once a day.
