I want to test to see if a certain app still works on 2G (128 Kbps) speeds.
 
The easiest way to do this, is connecting the phone to a wifi hotspot capped at 128Kbps(which you created with your pc/mac). You could also edit the max wifi speed in your router settings.
 
I’ve been trying to find a way to do this for quite some time now, but for different reasons... without having to disable LTE. Verizon 3G sucks and I like using VoLTE.
 
If you enable your iPhone for development (using Xcode) you can use the built in Network Link Conditioner.

Network Link Conditioner is the best way. Plug your phone into your Mac, open Xcode and make sure the device is enabled for development use.
