I've noticed that APC stopped updating their software for OSX about 8 years ago. Why is this? Does the OS have a built-in solution now? If not, is there another software solution Mac users have to substitute for APC's ancient offering?

I assume you are talking about APC Universal Power Supplies. Yes, OSX has built in support... so you would not want to install anything from APC.

When you have the UPS plugged into your Mac via USB, there will be a new tab in the Energy Saver section of your System Preferences. It will say "UPS" and allow you to change how your computer will react to a loss of power.
