APFS USB Thumb Drive transfer movie to watch on TV

Ok so you have to reformat a thumb drive to APFS for mac to read and write to it. How do you transfer a movie or music to a thumb drive to watch it on a smart TV with a USB port?

Well every time I plug in one of my thumb drives it will not mount.

Format them to thefilesystem both mac and windows can read
