I am looking at key rate limits for a number of services.

Most of them are like 5000 requests per day. Some even have say 1000 requests per day.

If I am not wrong, are these globally or are they per IP address per user?
 
Which APIs are you talking about, exactly? Google's APIs, for example, are usually per-key - i.e.: global. It doesn't matter what IP address they're coming from. In the Google case, you can get higher limits by registering a credit card with them for billing.

Other service providers, of course, have different policies.
