Do APN settings reside on the sim card for GSM phones?

When I had a sim installed with a data plan I used to be able to install /change APN using iPhone Configuration Utility.

I am no longer able to do so - perhaps that is because the sim has a voice only plan.

Depend on your carrier. I have both Fido and Wind Mobile in Canada. Wind Mobile let me set APN while Fido does not.

It is depends on your carrier. Some carrier will not allow you change APN and they send out carrier update for any changes.

No, the apn settings get automatically downloaded and installed as soon as you insert the sim in and device connects to the network.
Most carriers do not let you edit apn settings. Those are updated and installed OTA usually and not something a user has to manually configure himself.
That's counterproductive and not very user friendly.
I wouldn't want to have to go in and manually enter my mms and carrier data servers in order to have access to sms,data,mms, voicemail etc...

i travel frequently. using local SIM in each place.
an iOS update or two ago generally seemed to provide no way to edit/change APN settings for almost all of the SIMs I regularly use. this is great, as you suggest, the carrier is seems to be supplying the correct / current APN settings automatically and the former place in iOS that you needed to manually set the APN has disappeared for most.
but i do have a regular problem when i return to Japan. the carrier I use in Japan is an MNVO using docomo's frequencies.
it seems to not be putting in my MNVO's correct APN settings. and, what is worse is that this carrier's manual way of entering the APN settings is not there (now. from an iOS update or two ago). the only way that i can get the correct APN settings into the iPhone is by using WiFi to manually download a profile file that is found on their website.
as soon as i download and install that carrier profile manually i can download data using that SIM.

Correct.
It seems to be an issue with some USA MNVO's also.
Their tech is not up to par and you have to go hunt online to install their carrier profile to get everything to function right.
Its a pain.
