Actually I might take that back. While NY State does have a very large number of open APIs looking at the app description it seems to me that the content of the app is static, not dynamic. So I think it's more likely that the author typed in all the data and accesses it from a sqlite DB. There might be a smart way to build the DB if you get the source material in binary format.

You might be able to verify this by a little reverse-engineering of the app. Does the app work with airplane mode turned on? Does the app have a sqlite file inside the IPA? etc.

Anyway, if it can be built by typing in the info or parsing a text document you probably should go that route.

You could probably use Charles proxy to do a packet sniffing and figure out the API.
