Is there any type of App creator out there? I would like to know, and if possible, a link.

For what kind of applications? in term of an App Creator there is XCode which requires a good knowledge of objective-c/cocoa and possibly c/c++.
For 3D games there is Unity3D.
If you are thinking of a basic rss feed application that is tuned to one site that will probably not make it past the app review.
