App for background/icon changing

Is there...will there be an app that allows one to change the background and the icons? Do I have to hack the iPhone to do it if there is no app?

Only Apple could make one, and considering in a year they haven't added that as a feature, I doubt they will. So yes, jailbreaking is your only hope.

Apple has purposely set limits on the SDK so that apps cannot modify system files. This is done as a security precaution.
