I have an app called Sign It! which seems to work OK. Worth a look, anyway.

It's certainly a lot quicker than messing around with a PC, printing the page out, signing it, scanning the signed page to PDF and then emailing it.
 
I know there are a on of PDF readers in he app store but how about one to fill out PDF forms. Does such an animal exists? And ideally one that allows one to access drop down lists in said forms.

Dar-Soft has recently released PDF Forms. This application allows you not only to fill PDF forms, but also to sign or annotate ready PDF document.
It has a very convenient File Manager and a choice of options on how to download/upload files to/from application such as emails, Dropbox, 'Open in' or iTunes File Sharing. You can read more here.
