I’m Looking for an app for iPhone or ipad that allows me to add a text box that will move over a video. For example: If I have a gif or short video with a skateboarder that moves from right to left across the screen, I’d like to overlay their name and have that text follow the person as they move across the screen. Or if a person jumps the text would jump with them, up and down. Make sense? Anything like that for a mobile platform or only advanced editing software For a MacBook? Thanks in advance.
 
The feature you're looking for is called motion tracking. Apple sells such a program - Motion - and Adobe offers After Effects <-- all for Mac OSX

DaVinci Resolve (free version) also provides motion tracking capabilities. Resolve may require a discrete GPU.
 
LumaFusion for iOS may have this feature, but I am not sure as it's been awhile since I've played with it. It is probably the most functional NLE for iOS devices, so if anything were going to have it it would make sense it would.

On Mac, Motion is probably the easiest way to accomplish what you want if you are not super familiar with Motion Graphics already.
