Which is the best note taking app? Ideally one that syncs across iOS and macOS.

I really like Moleskine, but there is a little lag and cannot view the virtual notebooks on my Mac.

Notes is fine (no lag), but I notice that the writing appears more jagged than Moleskine. Also, no page lines (or are there?).
 
He mentioned "jagged writing," so I'm assuming he's looking for an app with handwriting for the Apple Pencil or a stylus. I don't think Pages offers that, does it? (I honestly don't know.)
I believe all the Office and iWork apps have integrated Pencil support.

I've been 'testing' One Note this evening (which I already have on my iPad and mac). Actually working quite well!

Does Penultimate sync across iOS and macOS?

Take a look at Myscript Nebo. It has an awesome handwriting
recognition. My workflow looks like this: Writing with pencil in nebo, export it to words, where i can add something or print. It's great!
 
I started using One Note as I already had it on my iPad and Mac. Actually quite good so far! No lag, syncs well, nice interface.
One thing to watch out for when using OneNote on any platform... the constant syncing to sync every little change that is made. It can have an impact on battery life. I've gotten into the habit of going into airplane mode (on my iPad Pro) or disable WiFi when using OneNote on my Macbook Air during meetings.

bought Goodnotes 4 note and pdf. fantastic good
