App Icons Grayed out while Downloading?

Anyone notice the last couple of days the app icons are blank gray while downloading apps?

This has happend for awhile, but I've seen it happening more as of lately.

Blank gray? Do you mean the app icons are greyed and there's a status bar at the bottom? Because that's normal. But if there is none, I have not seen that. I imagine you can't open or even rearrange it.
