... own two iPhones, same Apple ID/password. Just paid for one from new App Store separate from iTunes Store. How to download same app on second iPhone without having to pay TWICE?

Go to App Store on second phone, search App Store for app and download.

You just download it using the same Apple ID account on the 2nd phone.
It will not charge you again.
Appstore/updates/Purchased and then clinic the cloud icon to download it again with the new device.
