App save files are missing.

I recently put all my apps on to my iPhone 5, but all of my save files are gone. I do not want to restore from a backup, so is there anyway I could possibly get my old app files onto my new phone a different way?

When you sync the apps its just the apps that sync.
Your app progress is in the backup.
