I upgraded my 3rd generation iPad to iOS 8 the other day.

I noticed yesterday that, since a few programs weren't working right, I decided to delete them and re-download them.

Well, it just displays Waiting...
Whether on WiFi or Cellular.

The only way to download them was to use iTunes and sync.

Any ideas why? My sister upgraded her 5C to iOS 8 the other day too, and she can't download either.

I upgraded to 8 via iTunes, my sister via wi-fi.

It sure looks like I'm connected. And the App Store app knows what programs I've purchased but are not on my iPad.

I just tried installing an app I didn't already own. It hangs too.
 
Erase all settings. Setup as a new iPad, and I'm now downloading all the programs that got wiped.

This is going to be a major problem, since at least 1 program has several years worth of downloaded data that I will have to configure.

Guess too many upgrades that wasn't a problem until I upgraded to iOS8. I had not done a "new" iPad setup since I bought my original iPad 3G.
