App store is installing old version of app

I've been experiencing this since the release of the GM of ios7.

When I download an app from the App Store, I don't seem to be getting the latest version? I've recently read about a few apps that have been upgraded for iOS 7, so have downloaded them to try them out. The app downloads and installs - however it's always the old version of the app. I then get an update available from the App Store which lets me update the app.

Anybody else getting this?

Are these apps that you at some point previously had installed on your device? Or completely brand new never-before-installed apps?

If they're apps you downloaded before, it's downloading the version in iCloud vs. the latest version.
