App Store: "There is a billing problem with a previous purchase"

Hi, i'm from Norway. Every time i try to update an app at app stor it says: There is a billing problem with a previous purchase.
Then it tells me to enter my password and go to Purchase History.
But when i have enterd my password nothing happens :-( Help?😕confused:
