Snapshots are great, but it doesn't require an app to do so as Apple allows you to take snapshots by holding the home and sleep/wake button.

When it comes to recording your screen is it Possible for a developer to make an app that does so or is there some Apple Guidelines that won't let developers do this?
 
This one could be complex (and maybe costly), but you could run Reflection on OS X which displays what you see on your iOS device via AirPlay, and from there, use a screen recording app.
 
There is a way without jailbreaking but it does require additional hardware. The Game Capture HD from Elgato records from HDMI and does work recording from an iPad using the HDMI dongle. Not entirely sure about the iPhone, but the Game Capture HD even has a setting built in for recording from an iPad.

Reflection + ScreenFlow, works great.
