App to make wallpapers from personal images

Can anyone suggest any good app that converts personal pictures into solid wallpapers with fillers for the extra bit with solid colour to fit the optimal dimension for a given model?

I would try the photos app bc it has filters, cropping, and I think red eye removal too.

It doesn’t change the dimension of the images.

That might help if I want a portion of the image but what if I want the whole image to be the wallpaper?!

Hmmm I mean if it’s a landscape photo of 2 people I wouldn’t know how to make it portrait. Interesting problem actually. There’s gotta be a way...now I’m curious myself. If you find a solution post back on here!!!

I’ve found a solution to use Pixelmator to change the aspect ratio and resolution.
