I have made one, it's waiting for review and hopefully will be available when watchOS2 launches!

No, unfortunately Apple does not allow complications on Photo Watch Faces.

I installed Watch OS2 GM last week. I noticed once you select the picture for the watch face you can zoom in and move the picture around to get it in the right place and the watch locks in the photo to allow you to back out and use. I love this feature and yes I'm also excited for the Watch Faces app. http://watchfaces.launchrock.com
