App updates not updating

Is anyone else having issues updating any apps in the all store? I select update or update all and it changes for a second and goes back to saying update. I'm running ios 7.0.4. Any ideas?

The iTunes link to store seems to be down

My iPad is doing the same. Also tried my laptop so I think apples stores are down.
