App Windows open after a restart

Hi,
I only noticed this after I updated to the latest version of Catalina. When I restart my Mac, all my previous open windows, open back up after the reboot, even tho I have the check box, turned off, in the restart prompt.

Is this a new bug or there something wrong with my install?

What did you have set for "Close windows when quitting an app" under Sys Prefs > General ?
