APP won't delete

I'm trying to delete an app on my iphone. It only downloaded halfway, so it's not even a working app.. I get a X when I hold down on the screen but when I press the X, it still remains ..

I tried signing out of iTunes, signing back in, nothing happens. Also tried going to general> usage> and deleting the app from there nothing happens. Anything else I can try ?

I had this problem on my iPad last week. Ended up having to "Reset all Settings" to fix it. It's a bit of a pain having to set some stuff up again, but nothing else I tried fixed it.
