There is a “Report an Issue” at the bottom of the Weather app screen.Good point. I assumed that DarkSky was using user reports to train a neural network - refining predictions based on various weather data used as inputs. It is possible they have trained the weights in the network to reach asymptotic performance already, so don't need to do this any more (which would be fine, assuming that conditions don't change - climate change might throw a wrench into this).
??? If DarkSky predicts rain in the next hour, it gives you a breakdown of how much rain to expect almost minute-by-minute (at least where I am. Same here! Dark Sky is more often correct where we are.I’m not sure where dark sky gets their weather info but it’s different than the Apple Weather app. Apple gets theirs from the weather channel which isn’t usually accurate where I live.
Really? Takes no effort to find it. All you do is tap on the weather for any given day & swipe left or right to move through the days or tap on a specific day.That’s the thing. Takes some finding. Not really at a glance anymore.

Apple does not solely use the weather channel as a data source. I believe multiple people have told you that. Unfortunately precipitation probability is not available in Apple’s Weather app yet. It’s something I & many others are missing.Dark Sky you can see rain percentage/sun percentage per hour for future days. Nothing like that in Apple Weather!

My biggest issue other than the Apple weather app not being as accurate is that it doesn’t show something as basic as the chance of rain in the weekly forecast. That’s the main reason I check the weather. If they add that it would be good.

The link you posted is from 3 days ago so it looks like something has changed with how Apple does it. Before that it said data from weather channel right on the app or at least in my area it did.

That’s to report an issue with the prediction accuracy of the weather. Not to alert everyone in the area that it started raining. Raining isn’t an issue unless it’s predicted to be sunny.That is incorrect. Weather app does have such a feature. There is a “Report an Issue” at the bottom where you can report weather issues for your current location.
