I get the dark mode because it's probably set to follow the system by default, but I don't see it the customise button. It's either not available for every account yet or when Advanced Protection is on. Don't know.
 
Faults:

1. Nowhere to change from Dark Mode to Light
2. Notes Checklist has turned into black boxes (Dark mode)...not checkable
3. Notes has no Font color options. Whats the point of having it at an OS level and not in iCloud?
 
Good to know about all the changes. Happy to see customizable backgrounds.

barely use the site. It is 20 year behind. However there was a time when I needed it to work, and there were no way to export download messages for backup. Lost 10 years of conversations.. I lost hope with this one. I only use iCloud for contacts, notes and keychain. And even that it does not work with all my Apple devices.
 
It’s meant to be a fallback if you ever have to access something on e.g. a Windows PC.
Considering most people in the world use windows PCs at work *far* more than Macs, it's also the best way most people can access their personal calendar and mail at work. No, most people's IT department won't let them install iCloud plugins for outlook and the like. So the web interface of iCloud.com is the only way to access stuff on a work PC. And it's poor. Sometimes Apple clearly presume everyone lives in a world where all computers for work and home are Apple products and everyone's friend is also a Mac/iPhone user (very much not the case in the vast majority of the world).

Accessing the web features don’t work with the default ADP (Additional Data Protection) settings turned on; which I think is a good idea. If you care about account safety, you should consider leaving access turned off.
