Does iTunes and PayPal have to be in the same country?
F. E. Will I be able to buy U.K. movies with a Swiss credit card backing my PayPal account?

Unfortunately not... I have an italian iTunes account and today I've tried to set my PayPal swiss account as payment system.
PayPal told that "the merchant billing information and the PayPal account must be in the same country"

If I remember correctly, Apple had PayPal as a payment option years ago and out of the blue stopped using PayPal. Why go back to it now?
IIRC, rumors from back in the day had Apple and PayPal working on a deal to have PayPal be processor for Apple Pay. Apparently, Apple got a little butthurt when PayPal partnered with Samsung for their payments. Maybe they wanted exclusivity, who knows. The end result was Apple taking their ball and going home by excluding PayPal from Apple Pay.

This would have been cool, 7 years ago...
Not so much now.
I'm in the US and have been using PayPal to pay for all of my iTunes/App Store purchases for (at least) the past 7 years. My PayPal account gets billed for all movie rentals, app purchases, and even my iCloud subscription. Apple definitely offered it at one time, and when they removed the option, they must have left it for users who were already set up.
 
I'm not sure people are understanding the difference this is making in regards to the already available PayPal payment option in iTunes > Account > Payment settings.

What the already in place PayPal method (which I've been using for years as well) does is require billing info/shipping info + PayPal account. This new method eliminates billing info entirely (from what I've read on articles of this topic today) and completely relies on PayPal's server given information.

So one could not have any billing address and/or shipping address on their Apple ID/iTunes/AppStore accounts, but tie PayPal as a payment option and have no problems purchasing anything.

So basically everything is now on PayPal's end through their OneTouch feature.

Of course, I could be completely off on this, so don't quote me on it. It's what I've understood anyway.
 
Great news. I'm a Canadian living in a country that won't allow me a credit card. And my Canadian one has long expired. I've hobbled from iTunes cards to iTunes cards but now with my credit card long expired Apple disallow using iTunes cards. This is good news.
 
Nope, not every debit card is supported. I have a Maestro card (owned by MasterCard, confusingly enough). This card is very common in Europe. Imagine this: ever since I had my first iPhone in 2008, I could only use ClickandBuy (which I never saw being used anywhere else, I had it only for iTunes). Even many small, foreign web shops offer a whole range of payment options nowadays. Apple is still thinking in the age of credit and gift cards.

May I ask if this is really working for you?

I have a Dutch bank account and Meastro card. In Paypal I can add my bank account as an payment option but this is not listed as an available option in iTunes when selecting Paypal as payment method.
 
I used Settings-iTunes and App Store-Apple Id-Payment Options. There you can choose Paypal.

If bank account or credit card is shown depends on your Paypal settings, independent from Apple.

I have chosen my bank account inside Paypal as primary billing method, and it works without problems on my iPhone.

Ah, I see. Thanks for the info. I thought it's Apple requiring that only credit cards can be used even if payment method is selected through Paypal.

I tried to look from Paypal but I just can't find any setting for that. Even if I only have my bank account activated in Paypal, I still cannot use that option when choosing Paypal from my Apple ID account.

Good to know it's working for others.
