If you pay with your Paypal balance they you definitely aren't covered. If Paypal is used as the processor by the merchant you might be covered in some circumstances but it's a grey area and you are better off paying with a credit card if you can for anything over £100

Thinking about it more, so if I buy, for example, an iPhone 16 pro in the UK from Currys for £999 and pay with the PayPal where the underlying credit card is Visa or Mastercard, if Paypal won't allow a chargeback can't I go to Visa or Mastercard to do that instead?

It's a grey area, I think instances like that you pay Paypal using your Visa/Mastercard and they pay the merchant. They basically act as a middle man.

Paypal offer some measure of buyer protection themselves so I think you would have to go via them, tbf I think that is the same with Klarna.

I've paying using Paypal on eBay and other places on the internet just to avoid having to enter my card details with merchant (seller) but I've used my debit card but now I will switch to credit card.

I do agree (as you posted earlier) best not use Paypal for anything too significant (with eBay especially).

Below is (I think) PayPal's user agreement or terms of service. It outlines the dispute resolution process for transactions made through PayPal using a debit or credit card.


Dispute with PayPal or Your Card Issuer
If you used a debit or credit card as the payment method for a transaction through your PayPal account and you are dissatisfied with the transaction, you may be entitled to dispute the transaction with your card issuer. Applicable card chargeback rights may be broader than those available to you under PayPal’s Purchase Protection program. For example, if you dispute a transaction with your card issuer, you may be able to recover amounts you paid for unsatisfactory items even if they don’t qualify for protection under a Significantly Not as Described claim with us.
You must choose whether to pursue a dispute with PayPal under our Purchase Protection program, or to pursue the dispute with your card issuer. You can’t do both at the same time or seek a double recovery. If you pursue a dispute/claim with us and you also pursue a dispute for the same transaction with your card issuer, we’ll close your dispute/claim with us. This won’t affect the dispute process with your card issuer. In addition, if you pursue a dispute with your card issuer, you cannot pursue a dispute/claim with us later.
If you choose to dispute a transaction with PayPal and we decide against you, you can seek to pursue the dispute with your card issuer later. If PayPal does not make a final decision on your claim until after your card issuer’s deadline for filing a dispute, and because of our delay you recover less than the full amount you would have been entitled to recover from the card issuer, we will reimburse you for the remainder of your loss (minus any amount you have already recovered from the seller or your card
 
Avoid Klarna. The company has been around in the Nordics longer than elsewhere and have a really bad reputation. Constant lawsuits and warnings by officials on many aspects of their business.
