iOS Apple app store percentage

Does anyone know why Apple take 30% of the revenue from an app sold in the US, but 40% for the same app sold in the UK?

30% is fairly reasonable, as they are hosting the app store and sorting out the cash etc. but 40% is a bit steep don't you think?
