That's partially true. The EU laws come with some caveats that manufacturer guarantees usually do not. In my experience it's always easier to get things fixed under the warrantee period than in the interim period covered only by the legislation.
I never ever had issues in having a defective device repaired under warranty on the second year. Not even from Apple. Last was my niece’s iPhone 13 with a volume button not working properly ( it was 18/20 months old, not even purchased in Apple Store but in an authorized retailer. Repaired by Apple under warranty with no argument). 24 months are well received in EU.
All refurbs (macs, ipads…)from apple were 15%. And they look from the outside like new with full warranty.
I purchased different products new and refurbished and u can’t tell a difference
I know their quality. Still just 130€ discount doesn’t seem so attractive.
Apple refurbished is as close to as new as you can get. However, 15% isn’t that great.
On a one and half year old model you could easily find a 15% discount ON NEW PRODUCTS in many electronic stores all over EU.
I apologize, it's 3 years in Sweden and I mistakenly thought all this time that it is the same throughout the EU.
Didn’t know it was 3 years in Sweden. Is it a new law ?

Good to see that it is available in the region but at just 15% off I see that there is no reason to get these devices. Better to get a newer iPhone 16

“a 2023 refurbished iPhone 15 for €719?!”
Thats what u wrote
Correct - that’s Apple. The article is about Apple selling refurbished iPhone 15s starting at €719. The very next sentence in my comment, about carriers, that you didn’t quote, said ‘carriers are selling them brand new for a lower price’.
