Just wanted to clarify, if you have the 2-year plan for Apple Care + is it tied to the device and
so when you buy/sell it your iPhone does it automatically go to the new user?

I've been reading around and got confused when I noticed on the Apple Care page that you need to:
  1. Sign in to My Support to get the AppleCare agreement number, the serial number of the device, and the proof of coverage for the AppleCare plan.
  2. Find the original sales receipt for the device.
  3. Get the new owner’s name, address, email address, and phone number.
  4. Contact Apple Support.

Are all those steps necessary to transfer it to the new owner if you sell/buy?
 
Yes, you need to do that to "officially" transfer the plan to the other person's name.

It doesn't have any effect on the ability to get service, but if you buy a phone and don't get it transferred to you, then the original owner could cancel the plan afterwards and you'd be screwed. If you're selling, it won't affect you at all.

Oh dang, I didn't know you could still cancel it after selling.

But just to confirm If I/they don't transfer it through the steps above would the other individual still be able to use it in the event lost/damage occurs?

Gone through this recently and have spoken to AppleCare's Agreement Admin team.

If you sell a phone to someone else, they can still use the AppleCare attached to the device. When they take the phone in for the store appointment, the store may ask for ID, but that is just to confirm who booked the appointment (not who own's the AppleCare).

You will still retain ownership of the AppleCare+. All this means is, you could request a refund of it at any time (which would be bad news for the new owner).

Alternatively, you can transfer ownership to the new owner. You call Apple Suport and ask to speak to the Agreement Administration team and they will talk you through it. You will need the new owner's email address/Apple ID, their name, postal address and contact number.

Be aware though, in most countries the policy is you can only transfer ownership of AppleCare once. So if the new user sells it later, they won't be able to transfer it.
