But why don't  makes cheaper laptops without displays for blind people?

Because like many disabilities or impairments, Blind is not necessarily a complete blindness. There are varying levels of most disabilities. What would be amazing is if they had haptic feedback built in to their keyboards or screens for accessibility. Can you imagine an almost 3D experience?
