Apple Certified Pre-Owned

Can anyone explain just exactly what this is? I'm looking to buy a new iPhone off eBay and keep seeing these pop up.

What are the differences between 'Certified Pre-Owned' and 'Certified Refurbished' (which I don't think they've ever done on an iPhone).

Is it just wording? Google returns Apple's initiative to introduce these in India (and other countries like Russia), but not much else. What condition are they? Do they have the shell replaced so to look cosmetically new and a new battery fitted like the refurbished Apple products?

Here are some pictures, as everywhere I've searched so far has also been met with "Apple don't offer Certified Pre-Owned iPhones."

Any help appreciated. I'm intrigued.

I've purchased Apple Refurbished products before and haven't had any problems as they have full Apple warranty. These products were returned for repair or just returned.
Never bought Apple Pre-owned. Perhaps they were trade in's.

Yeah, that's the puzzling bit. If they were just called refurbished I'd know exactly the quality I was getting. But do the Certified Pre-Owneds get the same treatment? I wouldn't want a used battery on an iPhone.
