I can tell you one thing: AppleCare+ is pretty much needed for the 2016-2018 models.

I am currently using mbp 13’ 2018 touchbar, got it a month or so ago. I live in US now but will go to Europe and other continents, my work desires so, so would apple care + be eligible in Europe, Asia, Australia, etc? What does it cover? Lets say in two years my motherboard fails, free replacement?

IMPORTANT: You have to purchase it within 60 days of MBP purchase.

I just bought a 2017 MacBook Pro and I have no plans on purchasing AppleCare.
The 2017 MacBook Pro is covered by a four year warranty on the keyboard. A keyboard fix consist of replacing the top which is the fix for most other issues.
I can live with a bad speaker, etc. until I need a keyboard replaced.

After 60 days, can you still get the regular applecare up to a year? Or is that gone completely?

You cannot purchase that online, but if you call, you should be able to purchase the old non plus applecare.
