Even on premium internet in Hotels this will still suck. I stay at them all the time and the WiFi is spotty and most of the time not very good.
Since iOS 8, AirPlay has used WiFi direct. So it won’t rely on the quality of the WiFi of the hotel. It creates its own network directly between the TV and the AirPlaying device.

AirPlay is just branding, it can use whatever Apple wants it to.
 
I just bought a new TV with AirPlay integrated so I have to assume in a few years most hotel rooms will have TVs with AirPlay as manufacturers like LG, SONY, Samsung, etc. make AirPlay a standard feature.
Our four-year-old midrange Samsung TV supports Airplay so I assume it must be somewhat standard, or on the way there.
