Do u have to be a paying member to get access to the apple developer forum. cause i have a developer account bu did not pay the 99 bucks and when i click on log in on the apple developer forum screen it justs refreshes.

If I try without logging in, I get a page that says:

The Apple Developer Forums—a benefit for iOS, Mac and Safari Developer Program members.

So, yes you need to be a member of one of those programs.
