Apple has forced all companies that have apps on the App Store to utilize face id. We have apps for sensitive information like bank accounts, personal email etc utilizing face id.

Yet, when it comes to logging into iTunes Apple doesn't let you utilize face id but makes you login with a password (i.e. verify iTunes login popup requiring a password). What's the deal Apple?

Just to confirm a point for you. FACE ID will be used completely with all the apps within the next update.

I do work for Apple as Senior IOS developer and any Apple iOS developer including the “ starter category “ received an notification regarding the upcoming update to submit any additional feedback” even so that question specifically asked twice and Apple confirmed that Face ID gonna be used within all application. And the reason why it’s not applied for now because Apple were waiting all feedback after iPhone X launch to see what’s negative with the Face ID. Therefor it’s even safety for your sensitive information which Apple can Face troubles in case if Face ID caused unauthorized access to such of this info.. anyway later tomorrow once I get back on my laptop I’ll attach a screen shot of developers Q&A regarding that

Nothing new. Even with TouchID; after a phone reset you need to input your passcode to unlock just once, and same thing for App store/iTunes, you need to input your password once.

Even if you don't reset, if you don't touch the phone for a certain amount of hours it's going to ask for a passcode.
