I'm not from London but was on a trip a few months ago and visited Battersea Power Station, the whole area made me sort of feel like I was in a level from Sonic The Hedgehog or something!

No, it would not. Thermal considerations aside, going to the Pro chips (and M chips for regular iPads) would mean even higher prices.
It makes sense to have the regular iPads use iPhone like chips, and the Pros being on par with entry level Macs.
If you didn't like the price of the iPad Pro with the M3 Pro chip then you could always go for either the iPad (A-series) or iPad Air (next version certainly the M2, or maybe even M3). Right now they've got the M2 in the iPad Pro, the M1 in the iPad Air, and the A14 in the regular iPad (or A13 in the previous generation).

In any case, Apple likes higher prices since that means more profit and the M3 Pro would give them a way to further differentiate the iPad product line.

As for thermals, one of the things that set the M3 Pro apart from the M2 Pro is lower power consumption and I'm pretty sure they could put the M3 Pro into an iPad if they really wanted to.

Does anyone remember iTunes Festival that happened yearly in London? Wish they would bring that back. Always good performances and recordings of event too.
